The main aim of this paper will be the treatment of the specific forms of cooperation, changes of criminal organization and structured criminal group and the concept of the terrorist organization. Organized crime has become a concern problem on an international scale and
a main goal is to fight him, to do everything possible to prevent it, without weakening the fight against him. Even in Albania it is the top priority of the strategy for state policy due to the high social dangerousness and serious criminal consequences that brings. For fighting it, different states have drafted special criminal laws, with harsh sanctions. The legal basis of the mutual attempts lies on the United Nations Convention “For International Organized Crime” of the year 2000 which unified the concept and the viewpoints about organized crime and aimed to prevention and the fight against criminality in general, and especially organized crime. The results show that there are dozens of cases of arrest of members of criminal organizations, where Albanian and Italian citizens, in collaboration carry out extensive criminal activities such as drug trafficking or prostitution. Finally, the Albanian state has a duty to fight against organized crime, as a crime with high social dangerousness, to realize one of his main objectives, that is membership in the European Union. Integration is a historical process that has numerous and major challenges ahead that remain to be overcome.
